Excellent performance management is a kind of integrating theory with practice, wisdom and technology in a batch of management theory, after 20 years of practice test, it is the world’s developed countries government, enterprises and organizations recognized as a great success. At present, many countries government advocates performance excellence, our country is no exception. In August 2004, the "outstanding performance evaluation criteria" and "outstanding performance evaluation criteria to implement guidelines issued in our country, and in January 1, 2005 formally implemented. This marked the quality management in our country has entered a new stage.But as the change of national policy, has also had a branch company in developing all kinds of problems, such as:the flow of capital turnover insufficiency, the inaccurate strategic target, technical services to keep up with development needs. Czech company faced with the transformation of difficulties; Urgent need in the management plan, deal with difficulties, seek development. This thesis mainly to the Czech company in developing problems, analyze the causes of the problem, and use the excellent performance management concept for the management of the company to build, hope to help express company through development difficulty. Full text altogether is divided into six parts, including:The first chapter is the introduction, which mainly describes the background, purpose and significance of this study, research ideas and methods, as well as the innovation of the study.The second chapter through to the superior performance of production, the core content of performance excellence and the development of performance excellence in our country, outstanding performance and ISO9000 and comprehensive quality management system such as comparative analysis of the performance management theory, the advanced theory thoroughly discusses performance excellence, tries to solve the problems existing in the Czech company found the solution to the theory and practice.The third chapter first introduces the developing situation of the branch company and, then analyzes the Czech company are faced with the problem in the development, mainly including operators and managers irrespective of strategic goals is not science, technology, investment, financing difficulties, human resources quality is not high.The fourth chapter summarizes the Czech company reasons, demonstrates the Czech company to build the necessity of performance excellence.The fifth chapter mainly from the leadership, strategy, market, resources, customer as the center, risk control, performance appraisal, and nine aspects to build excellent performance management system; And introduces the implementation of organizational guarantee of performance excellence.The sixth chapter puts forward the conclusion of this paper and the research methods and technical deficiencies in the research and the future development direction.
