With the rapid development of economic globalization and science and technology, market competition of product has become increasingly fierce. The focus of competition involves not only the price, technology, but also quality; at the same time, the connotation of quality is also evolving and deepening, its category covers from production process to total quality management, such as the leadership, strategy, resources, process management and so on. Performance excellence model is now the most widely recognized tool and method that can effectively improve the overall organizational performance management, and has been popularized and applied in many countries around the world, which provides a very good choice for China's enterprises to improve management level and build the core competitiveness.TF company is a toy design, production, export enterprises company with 17 years history and a certain degree of visibility in the industry; however, as one of the most important sectors in the whole of the company organic, the human resources department now faces many challenges, such as lack of professional theoretical guidance and strategic guidance, department architecture is not reasonable, the work flow is not standardized. Therefore, this paper will explore how the TF company human resources management shall be applied on the basis of human resource management model based on performance excellence as the theoretical basis, in order to improve the human resources department of professional skills and comprehensive performance results.This paper takes how to improve the comprehensive performance of the human resources department of TF company as the research target, the main research contents include:first of all, review and analysis the performance excellence model and model of human resource management, especially related to the research on human resource management model of performance excellence at home and abroad; secondly, expatiate the management objectives, main contents, practice path, logical framework and characteristics of the human resources management mode based on the performance excellence model, comparing with other human resources management modes to show the advancements; thirdly, in-depth analysis the status of the Human Resources Department of TF company, to explore the feasibility and necessity of involving human resources management mode based on the performance excellence model; finally, design of specific construction programs, including management objectives, the main content, the implementation of the path, the specific program design and security measures and other related content, based on the framework of human resources management mode based on the performance excellence model and the existing problems.
