An Measurement Of Eco-effiency And Its Converging Analysis Of Regional High Energy-consuming Industry:an Example Of 13 Provinces Of China

High energy-consuming industry plays a critical role in the national economic development. In the economic development model of industrial development promoting the economic growth, the contribution of the energy intensive industries cannot be ignored. When the high energy-consuming industry promotes the economic development rapidly, it also causes many serious problems, such as excessive consumption of energy and serious environmental pollution. It is particularly urgent to deal with the speed of energy-intensive industries’ development between resource consumption and environmental pollution. Therefore, it is significant to evaluate the economic benefits and ecological benefits of high energy-consuming industry.Based on eco-efficiency and industrial ecology theories, this article mainly analyses the features and the current development situation of the high energy-consuming industry, establishes an index system which contains energy consumption, economic level, and environmental conditions. On the basis of the data from 13 provinces in China, then use the model of DEA(data envelopment analysis) to analyze the eco-efficiency of high energy-consuming industry in China. The evaluation results show that the eco-efficiency of high energy-consuming industry is generally low, and there are big differences among the provinces. During the whole period of analysis, the eco-efficiency of high energy-consuming industry shows a trend of fluctuating ascending, and the invalid eco-efficiency of high energy-consuming industry is mainly caused by pure technical inefficiency. There is a low correlation between eco-efficiency and the level of industrial development. For the eco-efficiency differences between provinces, the article takes the beta convergence and sigma convergence tests. One of the reasons for the different change is the "Convergence" Effect. For the conditions of "convergence", this paper also analyzed briefly.Finally, based on the results of analysis, in combination with the current development of energy industry and the industry policy in China, this paper put forwards some suggestions, including optimize the organization to adjust the industrial structure, increase the technological innovation in order to improve the technical ability, also we can achieve the ecological industrial construction through innovative management methods.
