For three decades, China has been keeping rapid and sustainable growth. Now ithas become the second largest economy in the world. As a result, its people’s livingstandards are greatly improved. However, along with the rapid growth, especially thedeepening of the level of industrialization, environment problems have become urgentand are affecting the quality of people’s lives. Environmental regulation, theimportant measure for the government to address environmental problems, continuesto strengthen in recent years. Because of consuming large amounts of energy andcausing serious pollution, high energy-consuming industries bear the brunt.The state strictly controls the total discharge, shuts down the small enterprise,and promotes technological innovation and other aspects of measures to controlpollution. But the action of controlling pollution emissions will directly or indirectlyaffect the energy consumption; therefore affect the energy efficiency of the industries.How can the Environmental Regulation affect high energy-consuming industries?How much were high energy-consuming industries affected?This paper reviews the relevant literature firstly. Then we refer to the status ofenvironmental regulation and high energy-consuming industries, analyze thetheoretical reasons and realistic reasons of environmental regulation, and the energyefficiency of high energy-consuming industries. In the Chapter4we focus on the wayof environmental regulation affecting the energy efficiency of high energy-consumingindustries, including the direct impacts and indirect effects through technologicalprogress and other ways. Next Chapter we empirically study the effect and get theconclusion that the effect would be decline after a fist rise, which has a great meaningon policy making. Finally, some suggestions are presented on the basis of summingup the article.
