Abstract/Summary:
Since introduced into our country from the90’s of the last century, the concept of circular economy has attracted national attention, mainly in the construction and development of industrial clusters in recent years with the type of Industrial Park. As a core component of the industrial park, with the rapid development of Industrial Park, how to solve the contradiction between economic development and environmental protection has become a big problem of high energy consuming industries’circular economy, which is a core component of the Industrial Park.Collaborative development of high energy consuming industries of circular economy is conducive to improve the resource circulation utilization from higher level and larger space, to promote the sustainable development of high energy consuming industries. The development thought is the breakthrough point to alleviate the above contradictions. High energy consuming industries development is related to ecological environment construction, the economic development and the society progress. Therefore, it has important significance to evaluation the collaborative development level of high energy consuming industries circular economy to find the main influence factors and point out of control of circular economy development, thus to focus of regulation and control, and to ensure the high energy consuming industries group of circular economy development coordinated and orderly.In this paper, firstly, expounds the necessity and feasibility to evaluation the coordinated development level of high energy consuming industries’circular economy through the analysis of the characteristics of self-organization and coordination of high energy consuming industries; secondly, through comprehensive used the synergetics and order parameter theory and reference the previous research results, the synergetic order parameter and the evaluation index system from the economic, environmental and social three subsystems is identified and constructed based on the common recognition of the high energy consuming industries; further more, it put forward the model which quantified the coordination degree of high energy consuming industries complex system and the relationship between the sub-systems. The objective is by using this model to grasp the change trend of the order degree level of sub-system and the cooperative level of the system, and to understand the sub-systems’self development ability and the interaction mechanism between themselves. Thus to coordinately regulate from the overall angle of the system and to promote the sustainable development of the industrial cluster. Finally, by using the model to quantify and analyze the coordinated development level of high energy consuming industries during the year from2002to2011, has proved the feasibility and rationality of the model.
