Research Industrial Restructuring Transformation About Resource-exhausted Cities

Industrial restructuring is the key point of the resource-exhausted cities in transition. In a great extent, urban success transformation depends on the success of industrial transformation. Industrial restructuring and development is not only related to the resource-exhausted cities rise and fall, but also affect the overall strength of the Chinese economy and society. Due to the resources and environmental constraints, Resource depletion region must change the old growth that high pollution, high energy consumption. To speed up resource-exhausted cities industrial restructuring, by analyzing the problems which occur in resource-exhausted region, and find industrial restructuring measures which in line with China’s national conditions. only by this way, can we avoid the mine decay cycle. In order to put forward specific proposals for the realization of regional industrial restructuring and development, we should study in-depth and analysis of industrial restructuring condition. Only in this way better can we achieve sustainable development.This paper consists of five parts:The introduction part includes the background and the purpose of industrial restructuring and development by the literature review. Through the simple introduction of industrial restructuring and development background in resource-exhausted cities, and explanation theoretical and practical significance of the transformation. The first part include the connotation of the resource-exhausted cities, and introduced theories which related to industrial restructuring and development.The emphasis is presentation sustainable development theory, city life cycle theory and industrial structure evolution theory; The second part describes the status and problems of the resource-exhausted cities Zaozhuang industrial transformation, and analysis the reasons of problems,which include the planned economy system defects impacts still exist、resource price mechanism,、property rights system、social security system、human resources, market environment, industrial policy, industrial transformation to find the current plight of the reasons. The third part introduces the results of Zaozhuang industrial restructuring and development in recent years. By collected Zaozhuang industrial transformation indicator data, and shown separately from qualitative and quantitative indicators to analyze the data, to evaluated Zaozhuang economic, environmental, and social effects of the combined effect. The fourth part is introduce the different measures which successful transition of industrial resource-exhausted employ, and combined with Zaozhuang actual situation to find suitable experiences. Specifically, take the successful transition such as the US city of Houston, Ruhr district, Fuxin, Liaoning Province as an example to specific, through introduction the status these cities, and the measures which they have taken in response to the problems. From this to find out industrial transformation experience that suitable for Zaozhuang, which means combined their experience with Zaozhuang situation, in order to explore measures for Zaozhuang industry. The fifth part is to offer suggestions which can further promote the development of industrial transformation of Zaozhuang. Through the front second chapter, we analyzes problem of Zaozhuang industrial restructuring and development, we have put forward suggestions which related to the reform of the institutional system、natural resource prices、resource property right system、social security system and other systems, the personnel system related to the construction and improvement of the industrial policy, which will promoting Zaozhuang industrial restructuring and development.
