Research Of The Resource-exhausted Cities Transformation

With the development of industrial society, the natural resources gradually decreased and close todepletion, resource-based cities also subsequently decline. Various problems have appeared in manyresource-based urban and people’s livelihood. These regions suffered the plight of the development. Inorder to avoid further deterioration of the situation, the resource-based cities have embarked on the road ofcity transformation.Henan is one of the major energy provinces in China. Many cities in the province developed andutilized resource in the process of industrialization. Now these cities are faced with different levels ofresource depletion, such as Puyang City. Puyang is a typical resource-based city set up with thedevelopment of Zhongyuan oil and gas resource. It has built nearly30years. Relying on the advantages ofmineral resources.Puyang formed an industrial system leading by petroleum industry and chemicalindustry. The national economy and social development has made some achievements. However, In recentyears, with the gradual depletion of resources, It appears a lot of problems, such as the high proportion ofoil industries, the pressure of employment and re-employment and weak social security capabilities. InNovember2011, Puyang City was listed as one of the national third installment of resource-exhaustedcities.This paper firstly defines the concept of resource-based cities, analyzes the status and role ofresource-based cities, and then it analyzes the characteristics and the problems of resource-exhausted cities.It demonstrates the inevitability of the transformation of resource-exhausted cities. Taking Puyang city asan example, this paper analyzes the causes and characteristics of resource depletion. Finally, it make apolicy analysis of Puyang City’s transformation and put forward some recommendations. In the key periodof the transformation of resource exhausted city, Discussion on the approach of transformation has asignificant reference on the transformation and development of Puyang city.
