The Analysis Of The Influence Of Industrial Restructuring On Sustainable Development In Henan

The Chinese economy has experienced a rapid growth with "high input, high consumption, high emission and lack of coordination, difficult cycle, and low-efficiency" since the reform and opening up. This mode of growth is in the contrary of the "sustainable development" and "harmonious society" concepts. Therefore, the mode of economic development was transformed by the central government through the strategic adjustment of industrial structure, with the sustainable development as the guidance. With the largest population in China, the pressure of the land, the resources, the ecology and the environment which Henan province is facing, is greater than that of the national average. How to through the adjustment of industrial structure, to achieve the sustainable development of economic, social, energy and environment, is a real and urgent task which the province is facing. The research on the influence of industrial structure adjustment for sustainable development in Henan Province has important theoretical and practical significance for the guidance of how to readjust the industrial structure of Henan Province.As a relatively abstract concept, Sustainable development contains, in general, the sustainable development of the economic systems, social systems, energy systems and environmental systems. Usually, economic growth, population employment, energy-saving drop-consumption and environmental protection were selected as important indicators of whether the development of the four subsystems (economy, society, energy and the environment) is sustainable development. Therefore, the influence of the industrial structure adjustment on the four indexes can be approximately supposed to be the influence on sustainable development. Considering these issues above, based on the changes of the value of Moore structural, the contribution model of the industrial structure adjustment on economic growth, population employment, energy saving, environmental protection were built, respectively. The estimated contribution of the industrial structure adjustment on economic growth, population employment, energy saving and environmental protection have been calculated based on the relevant database of Henan Province between1986and2010. The analysis of the model show that:the adjustment of industrial structure of Henan Province, the contribution to economic growth is relatively large; the certain contribution to the population employment and energy saving, is not too large; the contribution to reduce of waste gas emissions is unstable; the contribution to reduce of wastewater emissions was reduced year by year; the contribution to reduce of waste residue emissions becoming less and less. According to the conclusions above, the adjustment of industrial structure in Henan Province should follow the principle:"demand-oriented, based on the situation in the province, sustained and coordinated". The position of agriculture as the foundation would be consolidated; the internal structure of agriculture would be adjusted; the agricultural modernization and the ecological development would be promoted; the industrial structure would be optimized; high-tech industry would be developed at the same time when transforming traditional industries; high energy consumption and high pollution industries would be guided; the tertiary industry would be developed actively; the traditional service industry would be upgraded through the modern way of doing business; the development of financial, legal, management consulting, and other modern services would be promoted; tourism, animation etc. would be supported as strategic industrial of Henan province.
