| The output growth is the result of productive factor input growth combined with total factor productivity(TFP) growth. Also the changes of technical efficiency affect the TFP. Promoting the efficiency of technology is crucial for the industry development. The output of information industry increases a lot with the labor and capital investment rising recently. However, it is necessary to study if there is technical inefficiency in this kind of growth.In this paper, based on the relevant theories of information services industry, having analyzed the mechanism on the developments of information industry promoted by technical efficiency growth. Having summarized the factors which influence efficiency of information service industry from the horizontal comparative analysis of benefits of input and output of Xi’an information service industry. Using stochastic frontier analysis(SFA) to validate 7 assumptions. With the SFA, calculated the technical efficiency of information service industry from 2009 to 2013 in Xi’an and other 14 vice-province, and analyzed 8 factors from industry views and region views which influenced the technical efficiency of information service industry by SFA. Draw some suggestions about how to promote the technical efficiency in Xi’an information service industry.Discussion and Conclusions:(1)There is a severe situations of technical efficiency of information service industry in Xi’an, which can be improved in the future.(2)The industry barrier and the increased proportion of the public sector of the economy restrict the development of technical efficiency of Information Service Industry in Xi’an. Industry agglomeration, professional skills and open wider to the outside world promote the efficiency of information services industry.(3) The technical efficiency of Information Service industry can be promoted by regional human capital level, level of industrial structure, the overall labor productivity and the level of urbanization. What’s more, the regional human capital level has the most impact, followed by the level of industrial structure. |
