| With the increasing proportion of the third industry in the industrial structure, China’s productive services industry has made a rapid development, showing a trend of wide variety and complex system. In addition to its own growth, as an intermediate input, productive service industry has a spillover effect on the development of other industries. How to play the spillover effect, reduce the loss of efficiency and improve the efficiency of the whole national economy is very important. How to develop the productive service industry to promote the progress of other industries, what channels its spillover mechanism are, and some other issues are still worthy to study deeply.This paper mainly adopts input output analysis, literature induction, stochastic frontier analysis and so on. Firstly, this paper reviews the existing domestic and foreign literature, specifically from the calculation of the service efficiency and service efficiency, and the influence factors of productive service industry, the previous researches on the producer service industry is from a national perspective, based on the DEA method, focus on the total factor productivity. But the study on underdeveloped areas of productive service industry is not much, especially Henan Province. Secondly, through theoretical analysis, the paper shows the basic concept of producer service industry, on the basis of this, with intermediate demand rate index, according to input-output tables, using input-output analysis method, the paper defines the scope of productive service industry, and analysis the characteristics of producer services industry. Again, basing on the above present situation and problems of productive service industry in Henan Province, the paper points out the meaning of spillover effect, analyzes the spillover channels of the producer service industry, tests the the spillover channels by SFA, points out the invalid rate of productive service industry, and studys the detail empirical results of this model; At the same time, on the basis of exploring the development of productive service industry, from the aspects of economy, policy and market, the level of urbanization, human, the degree of specialization and the opening to the outside world, the influence of producer services hair exhibition were analyzed.
