With the effect of the national economy and the national income increased, tourism became an activities for enhance people satisfied. People are willing to pay more time and money to travel freely. Also, people in travel are willing to organize a trip by themselves in order to obtain different and incredible feeling. So the current tourism mode is not suitable for personalized travel demand of tourists.By using the method both of Project management and Marketing, this paper will design a new travel service model, which is suit to free tourist. Through the practice, the paper obtains the results; firstly, outbound travel in the tourism market presents the trend of rapid development. Secondly, customized travel service model is more easily accepted by tourists. And thirdly, outbound and customized travel has a certain market share in the segmentation travel market.With several research methods such as document analysis, comparative analysis, demonstration analysis and survey study, and on the basis of tourism functional system theory, tourism service model theory, customization and outbound travel theory, this paper firstly compares the different tourism service operation model, discusses the definition of customized tourism, analyzes its basic feature, analyzed the current tourism services provided by the current situation of the development of tourist service mode. Besides, the paper points out that relying on Internet technology, the shift in travel service agency service mode, travel service providers in order to strengthen the management of tourism destination marketing is a direction of sustainable development.
