Along with the fast development of China economy, the income of the people has been rising continuously, and the number of traveling destination also rising continuously, the dimensions of China outbound travel has grown up very quickly. China has overcomed japan again since 2002,and been the largest outbound travel guest-resource country. As the largest, most powerful international travel service, Xuzhou CITS has the most complete kinds of service. But the outbound travel market is rising so fast, Xuzhou CITS must find the right direction and establish doable marketing tactics.The textual research way of thinking is to solve the practical problems existing in Xuhzou CITS. Based on the collected information, the paper expatiates on signification about marketing administration theory and its related concept. China outbound travel market started very late, the consumption of outbound travel is very infantile. So it needs to be further guided. And this is referring to the appliance of the consumer behavior theories, so this paper also expatiate to the consumer behavior theories. The discussion to the external environment of Xuzhou CITS are mostly linked to the industry present situation, competitor, consumer and provider and so on. To the internal environment, the discussion is mostly about product, place, price, promotion and so on. With all these analysis, we can find the problems in the company. Based on these problems, we can exactly put forward the correlation tactics such as product tactics, promo(?) tactics, brand tactic etc.These tactics is useful to solve the problems in Xuzhou CITS, and is also useful to extend the market share and the brand popularity. The tactics will not work without the cooperation of the differdent departments. The project can be really carried out only when all the departments fight for the same goal. This paper designed several significant respects in the marketing segment, such as market organization control, receivable administration, advertisement cost management, marketing troop management etc. And it raised suggestions on actualizing the marketing tactics: optimizing enterprise's marketing management mechanism and put high value on the tactics select and application in each segment during marketing process. If we can do this correctly, we will extend our market share.Through the research to marketing tactics of Xuzhou China International Travel Service, I hope that we can provide beneficial help to the development and operation of Xuzhou CITS, at the same time, provide some beneficial reference of marketing to other travel agency and do some help for their development.
