Tentacles of human resource management have extended to engineering management enterprises in all aspects of project management practice, not only in project organization, staff introduction and staffing, but also in communication among project members, team building, project performance etc. Systematic management theories have been built by both domestic and foreign experts, which is instructive in carrying out of project work. However, project performance is often assessed by completion of project cost objective and cost management performance in project management companies that are managed by matrix organizations. Less research attention in this management model is given to assessment of both project-oriented functional departments that play a dual role in project management and an independent project department’s integrated management functions. Functional departments, which work as the executing agency of corporate strategy, are inextricably linked with the conduction of project department work, and only functional departments are stimulated effectively in order to better serve the project; the project is only assessed reasonably and scientifically in order better to serve company. Therefore, the overall performance can be improved.This paper focuses on construction enterprises deal with engineering construction projects, such as SDJS company, to explore and research the construction of project and sector performance management system for such enterprises. First, the background and significance of topic and the construction of the paper are introduced. Then, combined with modern performance management theory, management by objectives, key performance indicators, and 360 degree performance evaluation method are mainly used in this paper to point out the shortcomings of existing performance management approach adopted by SDJS. A performance management system and a clear performance evaluation index system are established through combination with the company’s strategic goals and its decomposing, finding the key objectives at all levels of factors, especially functional department KPI factors that are accord with project interests, as well as determination of indicator weight. Through specific implementation of performance management evaluation, specific implementation aspects, including performance planning, performance assessment, performance feedback, performance improvement and application, were analyzed and studied. Based on the research, a set of practically feasible performance management system is designed to meet the company’s strategic goals, which plays a incentive role in improving SDJS company’s overall performance and can be a reference for research on such enterprises.
