Problems In The Operation Of Land Reserve In Fuding

Land reserve refers to that governments at various levels, within their respective scopes of work, utilize means of withdrawal, acquisition, requisition etc., to acquire the land-use rights and appropriately plan the lands use, including reserve, up-front development or the provision of the lands for construction. Since the law of Measures for the Administration of Land Reserves was promulgated in 2007, land reserve has been implemented and executed for eight years, and has been formed a top-down relatively standardized operation system in China. Nevertheless, there are still lots of problems during the operation of the land reserves that are needed to deal with. In this paper, based on carefully analyzing the problems existing in the operation system of the land reserves, it puts forward some methods and measures targeted at effectively settling down the problems of the land reserve operation system in Fuding City.This paper takes Fuding City as its research area, analyzes the basic characteristics of the City’s land reserve based on examining the statistics of the land resource reserve and development dynamics. Meanwhile, it further adopts the methods of analytic hierarchy process and synthetically index method to conduct the performance appraisal on Fuding City’s lands reserve. The research reveals that currently the problems of the land resource reserve in Fuding City include financing single, the lack of coordination between different functional developments, relevant polices needed to be improved, the industrial lands having not been incorporated to the list of the reserve lands, as well as the imbalance between the land reserve and land supplies. Targeted at the problems listed above, it has proposed some solutions and recommendation to improve Fuding City’s land reserve operation system. These solutions include balancing the land supply and demand, scientifically utilizing the lands, expanding the financing channels of the land reserve, making full use of the mortgage finance, enhancing the cooperation and coordination capabilities between different functional departments, ensuring the smooth communications among the staff and the sufficient labor force in relevant departments, improving the staff’s working enthusiasm, perfecting the regulatory framework of the land reserve and making sure that there are relevant laws to abide by. Meanwhile, it needs to increase the purchasing and storage of the industrial lands, promote the developments of the industrial lands, and reduce the wastes. It needs to optimize the land reserve model, make the market information more open, effectively make use of the trading approaches including auction and bidding and employ the existing the legal means.
