Though analyzing the current condition of ULRS in China, the paper studies the nature and structure of the urban land reserve institutes (ULRI), the mechanism of the scope, the cost control and the perfection of ULRS.The paper begins with the origin of ULRS, and summarizes its development trend by the brief introduction of the domestic and foreign execution experience of ULRS. After that, the paper expounds the basic condition of ULRS in China, compares the differences among the current reserve modes and operation patterns over the country, sums up the main achievement after the execution of ULRS, and points out the major problems existing in the operation process.As the execution subject, ULRI should have the two functions of market regulating and profit gaining, and possess the double natures of public management and corporation running. The object and effect of ULRS will be influenced by the inappropriate orientation of the function and nature of ULRI. At the same time, the structure and organization form of ULRI will have an impact on the execution efficiency of ULRS. Furthermore, the paper discusses the appropriate function and nature orientation of ULRI in accordance with the current function orientation of ULRS. In term of the correlation and functions of municipal departments and ULRI, the paper consults the system of directorate with the corresponding principal, supervision and the issues in capital operation.The effective execution of ULRS should coordinate with the plan of city economy and society development, and be consistent with the land utilization overall plan, city layout, as well as land supply program. The current ULRS is lack of scheme, and uncertainty of the land reserve also brings risks. The reasonable determination of the land reserve scope involves much internal and external factors, including the reserve quantity, period, mode, capital, etc. The paper analyses the influence of the reserve capital, source, mode, object, city nature to the reserve quantity. It also expounds the internal mechanism of the reserve quantity.ULRI should control the land reserve cost in order to enhance the economic benefit. The paper discusses the principals, measures, difficulties of the cost control, and puts forward rational proposals.A new operation system of social economy should be continually completed by theory research and practice exploration. In the end, concerning the problems in current execution of ULRS over the country, the paper proposes some approaches to perfect the system.
