Chinese state-run land right was auctioned firstly in Shenzhen in 1987, from then on, the reform of urban land utilization system started in China.Through more than 20 years exploration,Chinese urban land paid utilization system has already set up,and the state-run land market in the city has already taken shape. Because Chinese urban land market is a new market for China,there exist many questions, such as uncontrollable land supply,the inefficiently utilized land,the seriously wasted land resources and deeply lost state-run land income , etc.. Therefore,a lot of local governments in China take active and constant efforts to do practical explorations, and the land reserve system is exactly an achievement of the explorations. Since the first land reserve organization of China established in Shanghai in August 1996, the land reserve system has already been set up in most places on a large scale in China. Put into practice so far,the land reserve system in China has made remarkable results,but as a new system,Chinese land reserve system lacks deepening systematic research in theory. There are a lot of problems in the land reserve practice,such as the incomplete objective system of the land reserves system,the fuzzily defined land reserves organization's nature,the ambiguously defined intension of land purchasing and land purchasing price,incomplete supporting policy and laws and regulations, higher financial risks resulted from single financing channel in the land reserving,etc.. These problems have greatly restricted the effective implementation of the land reserve system. This paper attempts to analyze the background of the emergence of land reserve system in China, to explain the positive results and several important problems in the implementation of the land reserve system, This paper compares several kinds of main modes in the practice of Chinese land reserving analyzes the existing problems and reasons during the operation of the land reserve system, and studies the feasible settlement under current condition and the directions in further normalizing and completing the land reserve system, In order to give better play to the government's macro adjustments and controllable functions and the mechanism of market and offer certain references for the government departments in making policy. Chapter one of this paper proposes the research background at first,then explains the purpose and meaning of the research , briefly summarizes the current studying situation both at home and abroad,and finally explains the structure of the thesis and research approach. Chapter two sketches the land reserve system's intension in China, the positive results of the implementation and the emerging background of the land reserve system in China, the operation mode and the system of land reserve then points out some problems existing during the operating of the land reserve system in China. Chapter three. analyzes the nature of land purchase in the practice of Chinese land reserve at first. Chapter analyzes the land right and types of the price of land right, then defines the intension of compensate price in land purchasing in China, and finally puts forward the preliminary thinking and method of the assessment of the compensate price in land purchasing. Chapter five explains briefly the existing and potential financing way in Chinese land reserving at first,then analyzes financial risks in land reserve,and finally puts forward tactics to control the financing risk in land reserve. Chapter six puts forward the conclusion and relevant suggestions.
