The Research Of Shaanxi Province's Grain Reserves Problems Based On Food Security

The grain issue is a priority problem,which must be solved by the individuals,local governments and nations.Over the past few years,with the increase of demand and the reduction of the agricultural acreage,China's food security is confronting with serious challenges,though we have been having consecutive agricultural harvest over years.Grain reserve plays an important role in the maintenance of food security,dissolve the food related problem.Regional grain reserves is a significant component of grain reserves,and also is an important mean for local government to respond to emergencies,disaster and regulate the market,which has the vital significance for the steady development of the local economy.Taking the situation in Shaanxi Province as example,this paper analyzes on the existing issues regarding the regional grain reserve and offers respective solutions to address the issues.This paper first introduces the current grain safety situation in Shaanxi from the perspectives of grain production and consumption modes.The paper further elaborates the grain management system in Shaanxi Province from the following four aspects,namely,grain reserves situation,development history,management mode and grain reserve companies,to showcase the problems existing in the management system.The paper also draws constructive experiences from the central grain reserves,Shanxi and Henan local grain reserves management experiences,summarizes grain reserves management problems of Shaanxi Province mainly shown in the following aspects: the management system of storage company need to be reformed,collection and storage system development is imperfect,grain fine management has yet to be promoted,grain reserves rotation of the market mechanism is not sound,staff's quality is low,grain reserves emergency processing and supply network system is not sound,grain reserves management information construction lag.This research further uses empirical method to forecast the overall size of Shaanxi Province in 2020.Predicted results show that,grain reserve scale of Shaanxi Province should be around 1.02 million tons in 2020.It's a theoretical reference to the grain reserve scale of Shaanxi Province.Finally,this article proposed the improvement and development advice of Shaanxi grain reserves management from improve the macroscopic system of grain reserves management,raise the level of grain reserves management enterprise operations,strengthen the construction of grain reserves management support system.The conclusion of this article not only conducive to further improve the grain reserves management system and measures in Shaanxi province,play a better role in economic and social effect of grain reserves,but also has strong reference significance to other local governments to optimize the local grain reserves management.
