A Study Of Development Strategy Of Yangling Agricultural Circular Economy

Yangling Agricultural High-tech Industry Demonstration Zone(YAHIDZ) is the only agriculture oriented zone in China. Its birth and construction is closely related to the development of China’s agriculture industry. The birth of YAHIDZ is the result of national mission. In order to make use of Yangling’s abundant resources on agricultural science and education, to upgrade technological innovation and system reform, and to promote the industrialization of science and techonology, YAHIDZ was set up in 1997 in an aim to demonstrate for, radiate into and stimulate the development of northwest arid and semi-arid regions, and benefit the development of China’s modern agriculture. As the sole agricultural zone, YAHIDZ was listed as the first national circular economy pilot zone in 2005. Ever since, Yangling has shouldered two important missions on modern agricultural development. First, YAHIDZ bears the responsibility to lead the development of modern agriculture, especially the northwest arid and semi-arid areas by means of demonstration and industrialization of agricultural science and technology. Second, through circular economy transform, YAHIDZ will upgrade traditional agriculture so as to promote the sustainable and high quality development of agriculture. From this dimension, the demonstration zone solves the agricultural sustainable development in arid and semiarid regions, and the circular economy park deals with national agricultural sustainable development.Speeding up the construction of circulation economy especially that in Yangling Agriculture Circular Economy Pilot Park, and giving full play to its exemplary role, this is significant not only for the local economy, arid and semi-arid regions, but also for the sustainable agricultural industry and rural economy of the entire nation.On basis of relevant theory on agricultural circular economy, the paper expounds its concept and connotation, and makes a comparative study of its development models at home and abroad. With a study of the development of circular economy in YAHIDZ, the paper analyzes the problems on the circular economy. For examples, the importance of circular economy is not fully realized; the administrative management mechanism is not sound; the support from science and technology is not sufficient. As a result, the paper proposes the corresponding counter measures to promote the development of circular economy in Yangling. The proposals include strengthening publicity and education of circular economy concept, enhancing government public service, promoting support from science and technology, ensuring market guide, and so on. Hopefully this will be beneficial to the development of agricultural circular economy in Yangling and the northwest arid and semi-arid regions.
