In a highly competitive era of knowledge economy, the rapid social development, leading to social and business demand for higher level of talent, of human resources has become increasingly valuable resource, competition among enterprises is the talent competition ability. Jianyou character has high-quality personnel, not only to ensure stable and rapid development of enterprises, more active position in the competition. Therefore, to build and improve personnel training system is the core task of re-credit guarantee institutions.Currently, credit re-guarantee agencies have formed a new industry, but also in personnel training in the exploratory stage, there are some problems and the urgent need to improve the content of this article to the northeast SME credit re-guarantee companies(hereinafter referred to as "re-Northeast guarantee company ") as related to specific evidence, for the company’s personnel training status and characteristics, combined with aspects of credit re-guarantee mechanism which the industry talents emerging universal problems, according to the theory, the company’s personnel training system construction and operation situation the study.Talents key credit re-guarantee mechanism that lessons of practice, full use of human resource management knowledge and skills, to learn the theoretical knowledge and tools similar industries and other personnel cultivation of the formation of the basic meaning and principles of implementation of clear personnel training for talents do to improve the situation the theoretical basis of preparation. Re-guarantee as an emerging industry, industry personnel training is a new area of research needs from the macro environment began, then clearly the nature and characteristics of the security industry, which forms the background to understand and analyze the industry and the environment play a major functions with a broader perspective to look at the entire industry, location and focus in order to better ensure the industry personnel training research.
