| Human resource is the most important one of the productivity factors for every modern enterprise. In the final analysis, the quality of product and service depends on the personnel KSAOs (Brief of Knowledge, Skills, Abilities and Other Characteristics) and Human resource Management (HRM) level of a certain enterprise. And personnel training is a key link which makes personnel KSAOS match their position. Could large-scale petrochemical enterprise survive, develop and expand in the fierce market competition? It is very necessary and most important to pay special attention to the human resources development and management, strengthen staff training and enhance the core competitiveness for the enterprises.Petrochina, as a large-scale state-owned enterprise, is facing a lot of challenges to the efficiency by reducing redundant staff, execute renewal mode "one employed person with three retired people" over subordinate company. Undoubtedly, in the practice of human resource management, it is obvious that Petrochina has to reduce personnel and increase workload year by year for its continuous efficiency improvement. Lanzhou Petrochemical Company is a branch of Petrochina, the staff who work in the quality inspection department are facing new challenges, especially the serious shortage of talented personnel. The most important problem and constraints of HRM is the personnel KSAOs, especially for the old Staff, can not update speed timely to meet the needs of the develop and reform in the Quality Inspection Department of Lanzhou Petrochemical Company. So it is necessary and important for us to study this problem and then find an better way to solve it. In this paper, we will try to optimize the training plan and to promote the staff training work onto a new stage for this company. We hope our study can be useful and benefical for improving the level of personnel KSAOs and better the practice of Human resource Management (HRM) of the Quality Inspection Department of Lanzhou Petrochemical Company.In this paper, the staff training mode of the Quality Inspection Department of Lanzhou petrochemical company was investigated as the research object. Based on the learned connection theory, cognitive theory and the humanistic view, we use different research methods, such as interviews, literature survey, data statistics and charts, SWOT analysis, and so on. Through theoretical and empirical studies, we analysis the main existing problems (e.g. not enough training time, the irregular level of training teachers, the comprehensive training demands, unitary training and evaluation method, and so on) in the personnel training practice of the Quality Inspection Department of Lanzhou Petrochemical Company and explore the deep reasons for them. By references to domestic and foreign advanced experience and practice, we put forward a series of optimized specific measures to improve the current training mode, including enriching training methods, strengthening training management, establishing and perfecting the incentive mechanism, so as to improve the quality and effect of staff training and HRM practice of the Quality Inspection Department of Lanzhou Petrochemical Company. Finally we provide necessary and proper human resources guarantee for achieving the overall strategic target of the optimized specific measures. |
