With the continuous development of informatization, the integration of informatization and industrialization will continuously promote and optimize the application of information technology. At present,the information systems of the oil industry such as ERP, MES system, operational production command system, advanced production process control system, data center, supply chain optimization has been completed.It will be the focus of the industry informatization that deepening these core information systems application and the integration with other systems. But the evaluation ofinformatization project didn’t get enough attention in the refinery informationconstruction. In most cases no project evaluation has been exceeded,only simple expert evaluation even there is so-called evaluating,without comprehensive system evaluation involved after the completion of the project construction.It attached great importance ofinformatization project evaluation inthis article throughanalyzing 5MTPA refinery reconstruction information project of Ningxia petrochemical company.Aiming at informatization project evaluation, social assessment theory is introduced to carry on the comprehensive evaluation. The comprehensive evaluation has been studied in three aspects such as the application level of the oil reconstruction information project infrastructure, economic benefits and social benefits in which results of evaluations are all good for Ningxia petrochemical Company’s refinery reconstruction project information evaluation by the three aspects.Generally speaking, there are only two aspects to evaluate informatizationproject by application level and economic benefits. Butthe social assessment of the investment project plays an increasingly important role in the project evaluation system, it cannot be neglected in refining enterprise informatization project evaluation that introduction of social evaluation.
