Research On Post-evaluation Of Petrochemical Engineering Project

In the full life cycle management of the project, post-evaluation has increasingly beenemphasized both at home and abroad. However, projects’ post-evaluation started late in ourcountry, especially petrochemical projects. There are many shortcomings existing in itspractical work of post-evaluation, which includes that the system of theoretical knowledgeand system construction are less than perfect, that the contents, approaches and index systemare also not specifically defined in post-evaluation of petrochemical projects. Therefore, forpetrochemical projects, there is an urgent need to establish a set of evaluation methods, indexsystem and modes that fit the operation rules of market economy and can be applied to theevaluated objects.This article firstly reviews and summarizes the backgrounds and trends of thepost-evaluation of domestic and overseas projects. Then, based on the guides forpost-evaluation of central enterprises fixed assets investment projects compiled by SASAC,it systematically describes the theoretical knowledge, methods, contents, work procedures andindex system of post-evaluation, and it, combining with the characteristics of thepetrochemical projects, carries out a detailed study of post-evaluation work. Finally, referringto Compiled provisions for petrochemical investment project evaluation report released bySINOPEC, it does post-evaluation on the Tianjin Petrochemical tons--LY project by applyinganalytic hierarchy process(AHP) and comprehensive evaluation methods, whichrespectively assess the process, benefits, impact and sustainability. By studying, it proves thatthis project is very ideal.
