Science and technology project performance assessment is an important part in its manegerment, which is the most important driving power of the contry development,resource reasonable ordonnance and administer improvement. Science and technology project performance assessment involves evaluating model and index, which have the important meaning to the R&D management.By accurately analysing and fully understanding, the author uses the transportation S&T programs' trait and administer request to choice assessment method. On one hand, the author builds the assessment indexes system and its assessment content. On the other hand, the author also builds the S&T program performance comprehensive assessment model. The first rank assessment index of performance comprehensive assessment model is performance comprehensive index, the second assessment indexes are practical effect index and practical efficient index.Firstly, the author use fuzzy comprehensive evaluation and analytic hierarchy process's keystone and practical flow to build the practical effect index calculational model of the transportational S&T program,which can be maned by multilevel fuzzy comprehensive evaluation model. The model does lots of research in factors selection,weights of factors determining,factors membership deductions,factors membership deductions and representative values of factors demonstration, which is compriaed in the transportational S&T programs assessment index system. Then the author uses the analytic hierarchy process to calculate the practical effect index. Secondly, the author use Data Envelopment Analysis and Factor Analysis's keystone and practical flow to build the practical efficient index calculational model of the transportational S&T program, which can be maned by Data Envelopment Analysis model. The model deals with lots of research in the input and output factor system and input and output factor value. By estimating the factor conversion matrix and factor coefficient matrix the author has done the transportational S&T Input-output factor index system condensing transaction. By using Data Envelopment Analysis, the author has gotten the transportational S&T program's practical efficient index.By using the S&T program performance comprehensive assessment model and S&T program first rank assessment index, the author has evaluated the program performance. On the other hand, the author also uses the second rank assessment index to range the transportational S&T program in the west of china. This paper can offer an effective and advisable suggest to the S&T management center.
