Comprehensive Evaluation On The Project Of Zibo Convenient Information Service Platform For Real-name System

With the rapid development of Internet, information resource as an important factor promotes the deepening division of labor and economic restructuring and reshapes the global economic competitive pattern. With the promotion of "Digital Olympics" in Beijing, a digital, informational urban construction is expanded extensively. Information kiosks--this new thing arises in the city. In order to promote the new thing quickly and long-term development for the benefit of the people, it is necessary to carry out this project research.The request of the social projects that focused on the establishment of people's livelihood was proposed at the Party Congress in 2009.Under the guidance of the spirit of accelerating the construction of community network service system by the Ministry of Commerce and the Ministry of Finance, the study on network convenience model which combined information technology and traditional service is very necessary for the integration and comprehensive utilization of information resources,improving economic efficiency, boosting employment and the direction of expansion of consumption.The project of Zibo convenient information service platform for real-name was outlined at the beginning of the paper. It is a network of automated service terminal that integrated Internet technology, multimedia technology, mobile phones two-dimensional code, mobile phones 3G digital technology and the combination of modern information technology and convenience service.Four in one operating modes was employed to provide a full range of portable, window-type services to different people in numerous cities.In this paper, project management, demonstration and assessment studies, cost management and application of modern information technology as the theoretical basis of science, based on a principle of advanced and applicability, economy and rationality, security and reliability, research projects objectives and scope were determined.Project technical, project financial benefits, project risks, project environmental impact, social impact of the project were mainly analyzed, studied and proved. Finally, the project was comprehensively integrated and comprehensively assessed.Based on the analysis, in this research the main methods are:expert assessment, comparison and analysis, dynamic and static financial analysis, strong matrix, brainstorming, risk quantification method, graphic overlay method. In the last comprehensive assessment all indicators were integrated by collection system theory, building comprehensive evaluation index system and comprehensive assessment of additive mode, using an integrated comprehensive assessment with a comprehensive evaluation. Amendments were suggested on the problem of project acquisition and the emergency measures were taken to resolve risk-taking. A reliable basis was provided for decision making of projects investors, the final conclusions of the feasibility of making high-quality.
