| The total factor productivity(TFP) can well reflect the quality of a region’s economic development,which is considered to be an important source of economic growth for a long time. With the increasing energy consumption and environmental degradation, the green total factor productivity(GTFP) is getting more and more attention, which is considered to be able to reflect the quality of regional economic development scientifically under the increasingly stringent resource and environmental constraints.In this paper, the input and output index of GTFP is determined and the comprehensive index of environmental pollution in 30 provinces of China in 2003-2013(except Tibet) was calculated based on the relevant economic theory and method to evaluate the economic development in China under the increasingly stringent resource and environmental constraints.Then we estimate GTFP in those provinces of China using the DEA-Malmquist index in 2003-2013 and analyze it from the time dimension and the regional dimension.It turns out that GTFP in 30 provinces has improved during the sample period, slightly lower than TFP,although there are fluctuations in the overall upward trend and the promotion of productivity is mainly due to technological progress. GTFP in China is characterized by the regional distribution that East and Northeast in China is higher than the West.Besides,the improvement of GTFP is still mainly due to technological progress.As we know technological progress has a close relationship with R&D,so we analyze the current situation of R&D investment in China from the scale and structure of R&D.It turns out that the scale of R&D in China is increasing year by year, whether from the perspective of R&D intensity or the R&D capital stock.and the total investmen of basic research, applied research and experimental development in China has increased significantly.However, the total investment of experimental development becomes more and more dominant in China.Besides, basic research and application research in China is mainly carried out by the universities and research and development institutions, experimental development mainly by enterprises.And then the influence of the size and structure of R&D on GTFP in China is analyzed by using the panel data.The results show that: R&D investment in China has a significant promotion on GTFP from the perspective of R&D flow and the R&D capital stock,and basic research and application research have more significant effect on GTFP.Finally, according to the conclusion of this paper and the problems existing in the process of economic development in China, we put forward the corresponding policy recommendations. |
