The four urban agglomerations of Beijing-Tianjin-Hebei,Yangtze River Delta,Pearl River Delta,and Central and South Liaoning have a relatively leading position in China’s industrial economic development.However,the particularity of the industrial economy determines that the resource consumption and environmental pollution problems accompanying the development of these four urban agglomerations are equally serious.The traditional total factor productivity can not truly reflect the true efficiency of regional industrial development.The green total factor productivity obtained by incorporating environmental factors into the measurement system can comprehensively assess the level of industrial development and has a guiding role in the evaluation of regional economic development.This paper takes the industrial green total factor productivity(ie industrial GTFP)of the four urban agglomerations of Beijing-Tianjin-Hebei,Yangtze River Delta,Pearl River Delta,and Central and Southern Liaoning(the former “four major industrial zones”)as the research object,using SBM-The GML index measures the changes and sources of industrial GTFP,and uses the Theil index to quantitatively measure intra-regional differences and inter-regional differences based on the measured results,and secondly uses three convergence test methods for the industrialization of four urban agglomerations.The convergence of GTFP is analyzed.Finally,the cumulative value of GML index is used as the measured value of industrial GTFP.The common panel model and spatial Dubin model are constructed to measure the influencing factors of industrial GTFP in four urban agglomerations.The empirical findings:(1)ignoring environmental factors will overestimate the industrial development level of each urban agglomeration.Considering the growth of industrial GTFP under environmental constraints mainly comes from technological progress,but it should not neglect the importance of improving technical efficiency on the existing basis.(2)The difference in industrial GTFP changes between the four urban agglomerations mainly comes from the uncoordinated development within the region,but the differences between regions and regions are gradually narrowing,due to the differences in the steady-state levels of each region.Large,so the gap between industrial GTFP will still be large and development is unbalanced for a long time;(3)The level of economic development has a significant role in promoting industrial GTFP in the three urban agglomerations of Beijing-Tianjin-Hebei,Yangtze River Delta and Central and South Liaoning.The industrial structure and the state-owned nature of industrial enterprises have an inhibitory effect on the industrial GTFP of the four urban agglomerations.The capital composition only inhibits the industrial GTFP of the Yangtze River Delta and Pearl River Delta urban agglomerations.Environmental regulation has been significant in all four urban agglomerations.For the positive promotion,foreign direct investment has only played a significant role in promoting the Yangtze River Delta and the Pearl River Delta urban agglomeration.Based on the above analysis,in order to promote the industrial green development level of each urban agglomeration and narrow the gap between regions,this paper proposes to implement environmental awareness,promote economic structure upgrading,increase investment in innovation,and use the structural advantages of urban agglomeration to promote the region.Policy recommendations for collaborative and integrated development. |
