| The implementation of independent innovation strategy is the fundamental way to enhance our innovation capability and national competitiveness, transform the mode of economic growth, and to adjust the industrial structure. Industrial innovation platform includes: high-quality talents servicing for innovation platform, the institutional system to ensure the platform'effective operation, the operating mechanism that resources and information sharing as its core and the security system in order to ensure the material and information security. These elements could provide efficient, high-quality and fair service for related industry, industrial clusters and regional characteristics technology innovation activities within the platform. So, how to effectively integrate industry resources, integrate technological innovation of internal and external industry and realize industry innovation, directly relate to the related industry development prospects.This research has searched and reviewed the literatures about industrial innovation platform and its evaluation index system in Proquest ABI, EBSCO and Science et al. English literature databases direct in recent years. Based on the literatures review, this paper puts forward a building theoretical model of effectiveness evaluation index system of industrial innovation platform. On the basis of these research, using factor analysis, DEA effectiveness evaluation model, DEA model with negative, Malmquist-DEA model and panel data model to analyze the effectiveness of innovation platform of hunan province within 2005-2008. Using panel data model to analyze the factors and the relations between the Malmquist index. Finally, pertinently puting forward some policy suggestions to improve the effectiveness of industrial innovation platform.This paper absorbed and learned from relevant research results, improved the existing innovation platform evaluation index system, and put forward a seven dimensions building theoretical model of effectiveness evaluation index system of industrial innovation platform, which contain innovation resources input, innovation achievements output and innovation environment supporting three aspects. This study used factor analysis results as output to evaluate DEA efficiency, improved DEA model with negative. In addition, we use DEA model and Malmquist index to valuate the local government efficiency of basic public services, discussed these factors'relations with the Malmquist index.This research verified that area of different development level has different innovation efficiency, scale diffusion space and technology diffusion space. Secondly, improving the effectiveness of industrial innovation platform must improve the productivity of all elements. So, we deed improve overall technical efficiency and give full play to the positive role of scale efficiency. Thirdly, we can through increasing the comprehensive technical efficiency and technical progress efficiency of basic public services to promote the level of high-tech industrialization, enterprise technology innovation and resource utilization. |
