In recent years, the competition of the electronic manufacturing industry is becoming more and more fiercely. Nowadays, the competition is not only the competition of products and markets, but also the competition of talents. According to the company’s strategic forecast, the front-line management team who is taking daily management role, will do more and more important contribution to the company’s future performance. As a comprehensive talent management tool, competency model has been widely used in the field of staff recruitment, people development, performance management etc. While, the current research mostly focuses on the middle or senior management positions, which is more important for the company’s strategic development. And the relevant research on the front-line management position with more diverse requirement is relatively weak, what’s worse in the electric manufacturing area. In addition, the description of most of the leadership competency model is more general, which makes the understanding more difficult and challengable, and also may bring negative impact in the application.This paper mainly focuses on the establishment and application of the competency model on how to establish the competency model of front-line management position in the electronic manufacturing industry, and how to implement and apply it in the people development area. The purpose is to apply the competency model in the target group people status diagnosis and support on the development solution design, to guide and enhance people development, which may help on the future talent competition.The establishment of front-line management competency model will follow the general process, with application of the BEI (Behavior Event Interview) technique, to collect data information by interviewing 55 good performance people and 51 Intermediate level performance people, and build up the competency model by data analysis and key hehavior and competency encoding.The front-line management competency model will cover 5 key competency groups, such as managerial courage, performance management, cross team collaboration, people care and motivation, as well as mastery of the techinical knowledge and skills, with total 15 sub-level key behaviors in three levels (Exceed, Meet and To Improve). In addition, the competencies and hehaviors will try to be interpreted in fron-line language to help on the understanding accuracy in the further application. The purpose is to establish the unique competency model which is tailer-made for electronic industry with front-line language, strong applicability and flexibility.In the application, the research will maily base on 2 country wise competency assessments, which lasting for almost 1 year, to do target group people status diagnosis and design for the development plan in both individual and group levels. The research result shows us the application of competency model could do great contribution in the people development enhancement, even outstanding developement could be expected with proper execution. With successful launch of the front-line management competency model, the top management team provides more attention and support on the front-line management team development, and this practice could also support on the further application of competency model in the similar position of other companies out of China and even the other target positions.
