At present, China’s existing farmland, the high proportion of the middle-and-low-yielding fields, widespread use of inadequate and layout is messy and poor infrastructure. So to improve cultivated land quality level, to supplement of arable land resources, especially the basic farmland protection and construction, and vigorously promote the construction of high standard basic farmland to reasonable layout of cultivated land, further perfecting the farmland infrastructure conditions, increasing food production plays an important role. Based on this, the high standard basic farmland construction and land reclamation, on the basis of theoretical research of Zhangye’s six high standard basic farmland construction project economic, social, ecological and comprehensive evaluation, on the basis of feasibility demonstration for later related projects, also for the future of high standard basic farmland construction work provided the scientific basis. In this paper, using the entropy weight method, to determine the benefit of high standard basic farmland construction the weight of evaluation index system; Using the matter-element extension model respectively to six projects evaluation system carries on the analysis and research, finally puts forward on how to improve the economic, social, ecological and comprehensive benefits of countermeasures and Suggestions. In this paper, the following main conclusions:(1)The economic benefits of six projects are relatively satisfactory results are obtained. Through high standard basic farmland construction, improve the infrastructure condition of the project area, special channel lining after large area, save water resources, irrigation to lay the foundation to ensure the project area and the surrounding area, which to some extent promoted the wider economic benefits, to realize the agricultural structure adjustment in the future.(2)Through high standard basic farmland construction can be seen that the grassroots of high degree of attention to the project, good mass base, for the implementation of the project provides a strong administrative support and social guarantee.(3)Six in the project of ecological benefit level is above the "good", this suggests that the project area to develop the economy at the same time, pay attention to the protection of the ecological benefits, reduce the damage to the ecological environment. In the project of the available surface water and groundwater through the implementation of the project, fully improve the use efficiency, water balance as new farmland water provides sufficient assurance, through the implementation of the project, at the same time the high standard basic farmland area as a whole will greatly improve the water saving effect, overall optimized configuration of water resources, ensure a deeper water land management and the agricultural industry.(4)Six projects of comprehensive benefits are more than "good", in order to make the comprehensive benefits to achieve the optimal, interaction between economic benefits, social benefits and ecological benefits, in order to realize the social benefit as the prerequisite, under the condition of the economic benefit is improved, and the ecological environment is not damaged. The result of comprehensive benefit of good or bad, the mutual influence of economic, social and ecological benefits.(5)Distributed in four counties of Zhangye’s six projects, the final evaluation results vary, even exists in the project evaluation results also differs with counties, there is a certain regional differences mainly.
