Study On Construction Of The High Standard Farmland In China

High-standard basic farmland construction that is an important decision made after significant change occurring in the Chinese total economic output, economic structure, and grain production level, is a revolution on the basis of experiencing the improvement of low yielding fields for many years. Vigorously promoting the high-standard basic farmland construction is not only an important means to protect cultivated land but a long-term policy to ensure national food security. And then the construction is the basic way to promote the transformation of agricultural growth mode and enhance the overall efficiency of agriculture. And it is a strategic choice of realizing the sustainable development of agriculture, the realistic need of building a new socialist countryside and cultivating new farmers, an important strategic measure of supporting the work of agriculture, rural areas and peasants through state finance. At the same time, it is an important historical mission of our country agriculture comprehensive development that also will be born in the new period, and has great realistic meaning and profound strategic influence.The first chapter is the introduction part. It mainly analyses the significance and the necessity of the improvement of low yielding fields and high-standard basic farmland construction from the perspective of food security, summarizes the research at home and abroad, and determines the purpose and main ideas. The second chapter provides theoretical basis for research of basic farmland construction of high standard, from the aspect of the basic meaning of high-standard basic farmland, product attributes, economic analysis, sustainable development and social responsibility and so on. The third chapter reviews and summarizes the process of the improvement of low yield farmland and high-standard basic farmland construction development, analyses the status quo about high-standard construction of basic farmland, find out and explain the problem inside. The fourth chapter makes an analysis of benefit about high-standard basic farmland construction. Based on the maximization idea of ecological effect, economic effect and social effect of high-standard basic farmland, this chapter analyses high-standard basic farmland’s contribution to improvement of product and income by using CD function, social benefits of high-standard farmland construction by taking example of the employment of farmers, and ecological benefits of high-standard basic farmland construction by using XL equivalent factor method of ecological services value. The fifth chapter that is based on the attribute of quasi public product of high-standard basic farmland construction makes a financial analysis of basic farmland construction of high standard. Based on the theory of carbon finance, this part also analyses carbon finance’s effect on promoting high-standard basic farmland construction. The sixth chapter that is based on the construction principle and ideas puts forward special suggestions about the high-standard basic farmland construction.
