With the global climate change, a consensus on the climate change issue has been reached by many countries in the world through participating in the Copenhagen conference, Cancun, Durban climate conference, some of them had put carbon tax, carbon emissions trading, environmental protection into the relevant policies and regulations, and set CO2 emission reduction targets, thus,low carbon economy is rising all over the world. China is at a stage of rapid development, energy demand grow with each passing day, if we do not take action, the future of energy reserves worrying. In 2009, reduce the emission of CO2 brought into the China long-term planning of national economy and the social development officially. Research shows that, the tourism industry pay 5% of the responsibility about the total global CO2 emission, it’s not completely "smokeless industry", therefore, the development of low carbon tourism, is not only a way of responding to a low carbon economy, also to sustainable development of tourism and environment. The implementation of western development, other provinces provide aid, Xinjiang Economic Forum all provide more opportunities for Xinjiang’s economic development, the emergence of vigorous development of the tourism industry, which also brought many environmental problems, the implementation of low carbon tourism can alleviate the destruction of the environment pressure, and guarantee sustainable of Xinjiang tourism. But, the study at present on the tourism in Xinjiang is still relatively little, from the perspective of tourists to analysis the influence of low carbon tourism behavior is much less.Therefore, this article take the Xinjiang local residents and visitors to Xinjiang, at the age of 18-65 years old as the research object, under the guidance of related literature and the theoretical basis about low carbon Tourism and tourism behavior, the influence factors model of youth groups low carbon tourism behavior has been constructed, then mainly through the network investigation and delivering questionnaire in schools,famous scenic spots and square of Urumqi, Kashi, Korla, analyze the quality of 561 valid questionnaires, using correlation analysis, regression analysis and so on to hypothesis test, and analyze the differences of different demographic variables in the influence factors and the behavior, especially the comparison of tourists and residents in Xinjiang and out of Xinjiang. This paper draws the following conclusion:(1) Descriptive statistics found that the object of investigation have a certain degree of understanding about low carbon tourism, the attitude of developing low carbon Tourism is good. The young and middle-aged groups’ participate intention is high, but in the fact, environmental behavior is not good enough, how to put the theory into practice will be a major problem. In addition, 70% of the respondent figure that the reason hampered the masses to participate in low carbon tourism is the protection consciousness, so it is very important to cultivate environmental awareness among the masses.(2) one of the internal psychological factors— the cognitive of environment has not positive influence to willingness of participating in low carbon Tourism,appeal to casual and comfort has not negative influence to willingness, and the more knowledge of low carbon has taken, the stronger social responsibility consciousness is, the better attitude of development of low carbon Tourism is, the willingness is more strong. According to the proof of external factors, the role of family, friends, the environment and residents in destination can not be ignored, and the influence of environment more.(3) 3 dimensions of low carbon tourism behavior affected by different factors. The impact of travel and accommodation behavior are affected by low carbon attitude, the social responsibility consciousness, social referencing and environment, the impact of low carbon attitude is the maximum, in addition, travel behavior is also influenced by the cognition of low carbon. The social responsibility consciousness, cognition of low carbon and attitude have a great impact on tourism activities, while for the external factors, the influence of social reference is not obvious.(4) Data shows that willingness of participation in low carbon Tourism has significant positive effect to carbon travel, accommodation, tourism activities, but the influence coefficient is small, there also have other factors need to mine.(5) Most of different demographic variables show differences in the various impact factors and low carbon behavior, participation intention. But monthly income shows no difference in all variables.Finally, according to the results of empirical research, this paper has put forward some management suggestions for the tourism enterprises and the government about how to guide visitors to participate in low carbon tourism.
