The Large Plantation Household’s Awareness And Willingness To Standardization Service Of Tobacco Coonperation

In 2014, with the proposal of ‘In-depth exploration and practice with efficient production’, the State Tobacco Monopoly Administration(STMA) clears the thinking of future development of tobacco production. It points out that standardization of service is the effectual way to solve the contradiction between the supply and demand of recent professional service. It is a key problem that how to promote the correct understanding of standardization action during tobacco production and how to further strengthen the construction of main tobacco leaf production area standardization. Base on the background of above, in order to fully improve the professional standards of service and the level of concentration of tobacco and to achieve the professional division. I plan to investigate the related contents of the professional service standardization of tobacco production through this thesis.Through literature research, in-person field research and collecting survey questionaires, using survey data of local tobacco grower Xuchang as the example, I studied the basic content of the standardized professional service offered by the artel, and the willingness and awareness of local professional grower to the service. The results showed that the service standardization has played a decisive role in the whole process of agricultural production of tobacco, and the implementation of standardized professional services is an efficient way to improve the level of tobacco production. Most local farmers are in lack of understanding of the true meaning of the service standardization, and this caused a serious impact on the development of cooperatives service standardization. Without the consideration of influence caused by other possible factors, no tobacco grower will volunteered to accept the standardized service offered by artel. The number of grower households, the livestock amount, the mechanization level, farmers’ income, the percentage of revenue from tobacco growing over total family income and the recognition of the service, these factors heavily influenced the growers willingness to accept the service offer. Farmers educational level, age, arable land, the amount of coal consumed have showed a weaker influence.Through the research above, the policy implication I studied are: a good policy advocacy and technical support; the improvement the management level; implementation of farmers’ subsidy policy to protect the revenue of the growers; the implementation of standardized production of tobacco to ensure the promotion of specialized artel service; the implementation of large-scale tobacco planting, and cultivating new farmers.
