With the rapid development of information technology, information system applications have been increasing, and software development projects have become larger and more complex. For better and more rapid completion of software development, software development process begins with the introduction of a variety of project management techniques. In software development management, time management can lower common losses, such as schedule delays, invalid resources input and so forth, so it is particularly important.This paper takes A company’s MSC project as a case, applies project timing management, analyzes every step of MSC project, and finds out the problems with the project timing management in MSC project. It introduces a new project timing management method -critical chain project management (CCPM), uses resource scheduling mothed (RSM), deals with the resources conflict problem in MSC project, identifies the critical chain of MSC project, sets up different completion rates based on the time the critical working procedures needs for completion, and sets up buffer zones.Every working procedure time is reset to improve the whole life circle of MSC project, according to CCPM. As a result, the project period is reduced from 287 days to 243 days, in which there is 24 days for buffer time. Therefore the more efficient project timing management is achieved.The research sets the target on the more efficient project timing management, higher resources application efficiency and working efficiency of the whole project development team. It also provides software development managers with the references of the realization of the idea "timing, quality, quantity and low consumption".
