Study About China’s Food Safety Supervision Of The Problem And Improvement

Food Safety regulation is one of the important indexes of the government public management level. In recent years, China’s dairy safety events reflect the disadvantages of our country’s Food Safety regulatory system. As the national exercise of public power, how to perform a good Food Safety regulatory functions, to ensure food quality and safety, is particularly important and urgent for the government. Although the Chinese government has take a series of improvement measures to deal with Food Safety crisis, but the practices proved that the ills of the pattern of "taking segment control as its main body, assisted with the food species surveillance’ still exists.due to the the government lacking of the knowledge of Food Safety supervision mechanism. Therefore.it is very important to speed up the reform of China’s Food Safety regulatory system through the in-depth analysis of the defects in the existing Food Safety regulatory system in our countryIn this paper, the author has used the theoretical knowledge of Public Management, Law, Economics and other disciplines of research methods.The dairy safety events in recent years was an empirical of the paper. First of all, the paper reviews the evolution of our country’s Food Safety supervision system.Then to analyze the existing problems of our country’s Food Safety regulatory system by the case of "dairy safety incident". In the end,the author put forward the improvement measures which our country Food Safety regulation required at presently drawing on the lessons of foreign advanced Food Safety supervision system. The paper is divided into six parts. The introduction part describes the introduction of this paper’s research background.the purpose,the research significance,and summarizes the achievements of domestic and overseas researchers,so as to elaborate the research ideas and research methods of this article. The second chapter defines the concepts of the "Food", "Food security", "Food Safety Regulation" and so on, which this research involves, and then the paper introduces the theory of Public Governance, Information Asymmetry, Risk Management, in order to emphasize the necessity of the government becoming the Food Safety regulatory body. In the third chapter, the author expounds the evolution process of Food Safety supervision system since the founding of our state (from simple to multiple type, and then to block type) in the first place, and then review the current situation of current Food Safety regulatory system cursory, and finally arguments the our country’s Food Safety regulatory system from three macro levels,the regulatory agencies, the legal system, technical means.In the fourth chapter, the author found the problems of our country’s principal system of Food Safety supervision, such as the body get into many dilemma, regulation and supervision system is not perfect, regulatory problems such as backward technology, insufficient social forces to participate in,and so on,through the perspective of dairy safety incidents in recent years;ln the fifth chapter,the author summarizes the measures Food Safety regulation of United States,the European Union and Japan, who are the representative of the developed countries, and sorts out related experience which are worthy for our country to use for reference;In the last chapter,the author puts forward some suggestions and countermeasures to improve our country’s Food Safety regulatory system,including to consummate the Food Safety regulatory system, to carry out the law of Food Safety supervision, to introduce the social forces. The author argues that the generation of Food Safety events are not only resulted in the failure of The Market Operations, but also the failure of the Government management which are due to the defects of the regulatory system.The resolution of China’s Food Safety problems has a very long way to go,and it need the active involvement of the Government, Social Organizations, Media, as well as the public.
