Research On The Internal Control System Of A Station Of The Eastern Route Of The South-to-north Water Diversion Project

The south-to-north water diversion project is a large-scale water conservancy infrastructure project to realize the optimal allocation of water resources,which is related to the daily life of the whole people.A station belongs to the typical units of water resources projects.Choose this one about water unit of national economy and people's livelihood as a case study of the internal control system,not only can promote and improve the internal control system construction of the unit,but also provide reference for the construction of other water conservancy industry and the smooth implementation of the south-to-north water diversion western line.In this paper,the case method is used to analyze key links,risk points and control measures of internal control in A station.The internal control system with representation and practical guidance is summed up to strengthen the internal control of hydraulic unit and establish the internal control framework theory of administrative institutions which is more suitable for China's national conditions.The basic content of the internal control system and internal control design schemes are analyzed firstly in this paper from the unit level and business level of A station according to the business process,which mainly includes working organization,budget management,capital asset management,project construction and maintenance,and other areas with higher risk points.And then,it puts forward some specific countermeasures and suggestions on how to further improve the internal control system.Finally,the paper summarizes the characteristics of this study and gives its realistic meaning and future direction.The innovation point of this paper is that it designs internal control scheme hierarchically and separately from the overall level and business level,and gives prevention measures to places where risks are easy to occur during operation.It is true that the internal control system which is more suitable for hydraulic institutions is designed.
