The article starts with the research on the former operating data of Water Diversion Project from Yangtze River to the Northern Part of Jiangsu Province (JSWDP), namely, on the water diversion expense of pumping stations under the system of JSWDP. It fully considers the influence of water delivery ullage from one station to another station upon water diversion expense, makes the model of water diversion operation expense analysis to ascertain the direct relationship between total water diversion expense C of JSWDP and external water diversion volume W. The article uses the least squares method by curve fitting (adapting exponential function c = aebw to make non-linear fitting) to elicit the function expressions c = f(w) of each pumping station. By analyzing the relationshipbetween water diversion volume w and external water diversion volume W ( w = g(W) ), it elicits the total water diversion expense C = F[g{W)]. Through the water diversion practice analysis of JSWDP and quantitative validation on its feasibility& rationality, the article generalizes the method application to the South-to-North Water Diversion Project (SNWDP), predicts the water-supplying rate of the Eastern Route Water Source Project for SNWDP, and puts forward the universal calculating method of water-supplying rate of trans-basin water diversion project. The research has important guide significance to account the water diversion expense in Jiangsu Province for JSWDP, to make cascade water rate and water diversion rate outside Jiangsu Province for SNWDP. It can provide practical reference for future management of SNWDP and future water rater account of trans-basin water diversion project.
