| The South-to-North Water Diversion Project was an important strategicmeasure that significantly alleviated acute water shortages in the country'snorthern areas and promoted the optimization distribution of water resources.It also supported the sustainable development of the national economy. Forcorrecting the Agency Construction management and insuring quality, safety,progress and benefit of the project, this essay gived the special researchabout the effect of project management of Construction-agent System pattern.The essay established the evaluation system, which based on three major guidelines including controlling of quality, safety, progress.
