Study On Capitalized Management Of Water Resources In China

The establishment of science water resources management already becomes one of the basic outlets that solve our country water resources crisis in 21st century with establishing our country socialism market economic system. Although is it not only effective way, research on capitalized management of water resources is an effective method in our country current and under long term water resources condition.This paper researchs on our country's capitalized management of water resources in basis of the mode and experience on capitalized management of water resources in and board. This paper only research on the water resources that are characteristic of capital because not of all water resources is managed like capital. Considering that capitalized management of water resources is a complex system and involves abroad content and different fields, this paper choose some important and urgent questions of that to study. Those questions include the distribution of new water right, the value of water resources asset, deal of water resources asset rights and water resources asset circulate system. The achievement is used in South-to-North Water Diversion Project, and then put forward advice. The achievement is follow:First, in the course of studying the distribution of new water rights, this paper proposes the GR mode to distributing the sum of the new water rights.Second, the traditional fuzzy mathematics method exists the flaw because its value appraisal system does not have unification form and weight determines inexactly although has its merit. Therefore this paper established the improved fuzzy mathematics of price model to appraise water resources asset value.Third, the question need to be solved when the market act and when the government dispose because our country water resources asset rights transaction market mode is the corporation of market and government. Therefore this paper proposes the G-M judging model to solve that problem, and lists the action of market and the methods of government's macroscopic domination.Forth, this article structures the water resource assets management system on the Basis of the Principal-Agent Theory by conceiving the total frame and basic principal.Fifth, the achievement is applied in South-to-North Water Diversion Project, and then put forward advice.
