China MRO market has become the fastest growth market globally as China civil fleet has sustained a continuous growth of more than 10% over the recent years. Meanwhile, the aircraft modification is becoming the most promising business of MRO industry because of more stringent airworthiness technology and requirement and passenger’s more and more diversity demands as well. According to the forecast of American MarketandMakets, the total output value of global aircraft modification will reach $4.3 billion by 2017. The big potential market and considerable profit of China aircraft modification is attracting more and more international aviation giant companies to invest China, like Airbus, Boeing, GE, etc. And these giants are obtaining the majority of the profit of China aircraft modification industry currently.F company is established in 2001 and a small company of China MRO industry. Its business of aircraft modification has achieved a rapid increase over the past few years and the revenue of 2012 fiscal year has increased to thirty millions from fifty thousands in the beginning year of 2001. However, the business is operated inefficiently and the management cannot match the business development. An enterprise management revolution is required immediately. In the recent years, F company has completed several big projects through the cooperation with some international giants and come to find that addition to technology and capital, the advanced project management concept and system are the core competitiveness to keep these giants developing and leading the civil aviation industry, requiring a critical safety. However, F company’s project management is encountered with many problems: No project management organization; No project management procedure; Project manager having several roles, working alone and no teamwork; Project planning changed arbitrarily and frequently; Poor sense of project quality and safety; No project management tools; Poor communication of project information communicating, etc.This paper considers F company as a research specimen of China MRO small and medium-sized enterprises. Looking forward to future and combining my personal experience, this paper designs a scientific and practicable project management system for aircraft modification business of F company, representing China MRO small and medium-sized enterprises, to guide these enterprises how to make good use of the opportunity of the hi-speed development of China civil aviation to find their own suitable ways to grow during the cooperation with the oversea giants, to improve their management capability, to enhance their competitiveness and to provide some new ideas and models for the healthy development of China MRO enterprises as well.
