For large and complex programs,under the idea of Total Quality Management,system-based quality management plays a decisive role in the project quality.Through the implementation of quality management,project quality can be effectively improved and problems occurring in the process of development can be reduced,thereby improving production efficiency,shortening program R&D cycle and reducing cost.In the field of civil aviation,aviation products must also meet the airworthiness standards and airworthiness requirements proposed by airworthiness authorities,which place higher demands on process-oriented quality management.Since aircraft research and manufacturing are discrete,small-batch and multi-change processes,there are difficulties in the project quality control,high investment in time and cost,complicated management system.The actual civil aircraft program is still faced with many quality problems such as manufacturing,assembly and test flight,low trust of the airworthiness authority in the quality system of the main manufacturer at the development stage.Therefore,in project quality management,the quality inspection mode still needs to be continuously improved.Based on the practical experience of quality and airworthiness management in the field of aviation manufacturing,and combining with the requirements of airworthiness authority for the manufacture of civil aircraft during the research and development stage,this paper studied the quality control,quality assurance and quality improvement during the development of civil aircraft program.Firstly,based on the architecture analysis of existing quality management system of the company,the project quality control method was explored,and the quality management methods were analyzed from the process and parts to components inspection,including the typical conformity inspection process and requirements.Secondly,combining the requirements of airworthiness inspection at development stage,the paper analyzed the modes and focuses of airworthiness inspection in the configuration and prototype quality management.And then,in the view of the whole aircraft,it built a quality self-inspection model based on airworthiness requirements,established a hierarchical task matrix and checklists by means of mission-critical decomposition,completed the rectification and review of the problems identified,and conducted practical application with a civil aircraft program.Finally,the paper carried out the data and cause analysis based on the data from the airworthiness inspection and deviation processing.From the subjective and objective perspectives of system management,the two models,the construction of capabilitybased training system and reward & punishment mechanism,were established to improve the project quality system.
