The Research On Issues Of Integration Of Urban And Rural Employment

The long-standing dual system of China caused a huge gap of development between urban and rural, therefore it is an urgent problem to make an urban-rural integration. Because of the vast gap of economy, the state of employment between city and countryside is more unbalanced. Employment is a major issue which relating to people’s livelihood. At the present, to coordinate the urban and rural employment is not only an effectual way to improve the situation of employment and economy, but also a solution to set up a Harmonious Society.Based on the concept of Equal employment, integration of urban and rural employment will be divided into three aspects in the paper, they are employment opportunities, employment process and employment result. To contrast the date of the employment situation of city and countryside, we find the urban labor have much more advantage on employment opportunities, employment process and employment result than rural labor. Compared with the urban labor, rural labor has little employment opportunity, suffering long hours, severe working conditions and skimpy pay, and most of the legitimate employment rights and interests are can’t be protect.Agricultural modernization has a potent affect on employment. On one hand, along with develop the modern agricultural, the public investment must be increased, it can create a large number of jobs directly; One the other hand, Agricultural modernization is helpful for rural economy development, the prosperous economy makes the employment opportunities or rural more ample, the working environment of rural more comfortable and the income of rural more rich. In addition, Agricultural modernization attract high-quality resources flow to rural from urban, reduce the gap between urban and rural areas, which has a constructive effect on employment equilibrium. At last, based on the agricultural modernization, rural modernization and labor modernization, it put forward some effective policies and suggestions for the integration of urban and rural employment.The innovation of this paper is in three aspects. First, the concept of “the integration of urban and rural employment” is clearer. In this paper, the integration of urban and rural includes employment opportunities, employment process and employment result, and choice the corresponding index to reflect the employment. Secondly, this paper has new perspective. To find the way to achieve the integration of urban and rural employment is not on the perspective of system, but on the perspective of agricultural modernization. At last, this paper has pay attention to the famer, who engaged in agricultural production, and analyzed their working conditions.
