Research On The Construction Of Agricultural And Rural Modernization Index System In Jiangsu Province

China is a large agricultural country,three rural issue(agriculture,rural areas and farmers)has been a problem need to focus on the process of economic and social development,but also the most important task of the government.During the "14th Five-Year Plan" period,China has entered a new stage of development,and the task of comprehensively promoting rural revitalization and accelerating agricultural and rural modernization is full of challenges.As a major economic and agricultural province,Jiangsu has a good foundation for modernization of agriculture and rural areas,and the development stage is advanced.Therefore,clarifying the goals and tasks of agricultural and rural modernization in Jiangsu Province,clarifying the agricultural and rural modernization index system,accurately judging the current development stage of agricultural and rural modernization in Jiangsu Province,and dynamically monitoring and evaluating its development level will help the realization of agricultural and rural modernization in Jiangsu Province.It also provides a reference for other places to develop agricultural and rural modernization index systems and promote agricultural and rural modernization.Based on classical modernization theory,transforming traditional agricultural theory,urban-rural integration theory,and OSM theoretical model,this study combs the research results of domestic and foreign scholars from agricultural modernization and agricultural and rural modernization,and finds that there are fewer and fewer studies in the field of agricultural and rural modernization.Mainly concentrated on the three aspects of connotation research,index system research,and realization path research;for the research on the construction of the index system,the indicators selected by the predecessors mainly involved agriculture,rural areas,and farmers,and paid little attention to the integration of urban and rural areas.In the process of constructing the agricultural and rural modernization index system in Jiangsu Province,this study analyzes the agricultural and rural modernization indicators in Jiangsu Province from the four dimensions of agricultural modernization,rural modernization,farmer modernization,and urban-rural integration development,and according to the specific connotation of agricultural and rural modernization and relevant requirements of Jiangsu Screen and determine the specific indicators at each level of the indicator system,and use the entropy method to calculate the corresponding weights of the indicators.It is estimated that the four target levels of agricultural modernization,rural modernization,farmer modernization,and urban-rural integration should account for 36.0%,33.6%,13.8%,and 16.6% respectively.Through an empirical analysis of the overall development level,partial development level,and green development level of agricultural and rural modernization in Jiangsu Province,this study found that the overall development level of agricultural and rural modernization in Jiangsu Province has improved from 2017 to 2019,but the development speed has slowed down;agricultural modernization After the initial growth,it began to maintain a stable state,while rural modernization,farmer modernization,and urban-rural integration have been maintaining growth,but the growth rate has slowed down;except for the indicator of pesticide reduction,the other seven green indicators are all Shows a good development trend.Through empirical analysis of the overall and partial realization degree,this study found that agricultural and rural modernization has developed from transformation to the basic realization stage;agricultural modernization has always been in the basic realization stage,and rural modernization and urban-rural integration have developed from transformation to the basic realization stage.The modernization of farmers has moved from the initial stage of development to the transitional stage.This study has the following five research conclusions: First,increase farmers’ income should be regarded as the core indicator of the agricultural and rural modernization indicator system;second,green indicators should be a key indicator of the agricultural and rural modernization indicator system;third,urban-rural integration can be used as an important indicator of the agricultural and rural modernization indicator system;fourth,rural style The inheritance of civilization and farming culture should be included in the indicator system of agricultural and rural modernization;fifth,the weight of better infrastructure such as transportation in the indicator system can be appropriately reduced.In terms of countermeasures and suggestions,three suggestions on space,time and practice have been formed: one is to build an index system that conforms to the development stages and development laws of various parts of Jiangsu according to local conditions;the other is to establish a dynamic adjustment and optimization mechanism for the agricultural and rural modernization index system.Third,it is recommended to focus on the comprehensive consideration of the role and effect of the indicator system in promoting agricultural and rural modernization.
