Agricultural modernization, as one of the important themes of China’s economic and social development, has profound significance in theory and practice. For a long time, we pay too more attention on the development of urban and industrial, and negative the study of country and agriculture. As the foundation of the economy, its modernization process will directly affect the development of the economy as a whole. Nowadays, it’s a problem for us to catch the chance of history to upgrade our agriculture in this economic transition period.How to realize the agricultural modernization? There are two opposite view agricultural modernization is agricultural mechanization, agricultural science and technology, agriculture is the internal modernization production means and the means of production, another view from agriculture itself only the question of agricultural modernization has certain limitations, the problems in the integration of urban and rural agricultural modernization should be under the framework of the discussion, because agriculture is part of the whole economic society, cannot be isolated from other parts of the economy and society. In this paper, the two views do the corresponding analysis, think not isolated discusses the issue of agricultural modernization, should from the interaction between urban and rural areas, and discusses the issue of the development of agriculture in the interaction of workers and peasants. The connotation of modern agriculture is not only the improvement of productivity level, also the intrinsic request to follow up the production relations. Therefore both in order to realize modernization of farmers, agricultural mechanization and agricultural science and technology, to realize the agricultural production organization, marketization and socialization. Articles by choosing the two countries have made comparative analysis of these two views found comparison pay attention to the coordinated development of the republic of Korea, of workers and peasants under the impetus of the countryside movement, not only improve the agricultural production relations, also achieve the aim of the level of productivity, agricultural mechanization level increased significantly; And isolation of the development of agriculture in Mexico, although by the green revolution to a certain extent, the mechanization of agriculture, science and technology, but in the end, the development of agriculture entered the dilemma, the mechanization level of agriculture also can’t compare with South Korea.How to realize agricultural modernization under the framework of urban and rural integration? Through further comparative analysis, we found that the isolation dual economic and social structure which is formed by the development of agriculture greatly restrict the transformation of agricultural production mode and the process of agricultural modernization. For our country, the restriction of dual economic structure to the agricultural development mainly displays in:the binary household registration system has restricted the agricultural surplus labor force flowing and the modernization of farmers, the dual land system restrict the moderate scale management of agriculture, dual market system has restricted the agricultural marketization. Therefore, in order to realize agricultural modernization, we must break the dual economic and social structure of urban-rural division, breakthrough the limitation of the mutual promoting development of workers and peasants.In the end, some recommendations on how to realize the modernization of agriculture through the integration of urban and rural are put forward.
