Human resource management has been from the past into the personnel administration of strategic human resource management, play a decisive role in the enterprise. Companies hope that through effective human resource management measures to improve the competitiveness of the organization, human resource management strength reflects the human resource management of "quality", it refers to the human resources management information can be effectively communicated to employees, and employee perception. However, the human resource management strength measurement tool is still lacking, the purpose of this paper is suitable for the development of the enterprise human resources management intensity measurement scale, and the scale of analysis and Application Study of verification.In this paper, the development of scale steps: first of all through the discussion of the relevant literature, combined with depth interviews and expert consultation method, define the scale of dimensions and summarizes the secondary index, and then through the pre trial investigation established preliminary scale. The results were analyzed, reliability analysis and validity analysis of the simplified scale, and the final 27 questions of human resources management intensity scale. This paper found that the intensity of human resource management can be divided into 3 dimensions and two 9 indicators. Dimensions including uniqueness, consistency and consensus, the uniqueness of the visibility, the legitimate authority and relevance constitute, consistency by tools, effective and human resources management information consistency, consensus consist of human resource management and decision consensus, procedural justice and distributive justice. The scale set of evaluation criteria, divided into five levels:(1) standard 1(less than 81 points) that human resource management strength is very low;(2) standard 2(81 points- 92 points) said lower intensity of human resources management;(3) standard 3(92 points- 98 points) said strength in human resources management in general;(4) standard 4(98 points-109 points) said human resources management strength is higher;(5) standard 5 points(more than 109 points) indicating the high intensity of human resources management.In the aspect of application, the enterprise human resources management strength and stability of employees, employee satisfaction, employee participation in management and the degree of organizational identification on four outcome variables are positively correlated; human resource management of strength of different enterprise are studied:(1) the enterprise human resources management strength is not the same time, the different types and different sectors have significant differences;(2) the enterprise human resources management strength, there was no significant difference between the different number of employees. However, the number of employees in 300-500 between human resource management strength is the lowest.
