In process of society development, talent is an important driving force of society progress, people's happiness and country's prosperity. Sinopec is a national large-scale energy and chemical group company and its development is critical to China economy and nation stability. Petroleum Engineering Technology Institute of Zhongyuan Oilfield is affiliated to SINOPEC. In order to build a domestic first-class and international leading Petroleum Engineering Institute, A capable team is needed to support decision-making, technology innovating and practical operating. However, the current human resource management needs to be improved in minding method and working system of talent selecting, training, promoting and gathering. How to create a new human resource management situation in Petroleum Engineering Technology Institute of Zhongyuan Oilfield should be an urgent issue for leaders to pay attention to.The paper is prepared on basis of paper studying, logic analyzing,reasoning and summarizing. Firstly, based on human resource management and human capital theory, the paper illustrated the related concepts, characters and the significance of human resource to enterprise, which is a help to analyze human resource management and issue of Petroleum Engineering Technology Institute of Zhongyuan Oilfield. And then on basis of reality we analyzed the problems and the causes exist in human resource management. At last, we worked out the human resource management program including:talent promotion strategy, talent management strategy, talent attraction and selection system, talent training and management, improvement of talent evaluation and encouragement, talent keeping work by means of sincerely attitude, improvement in management level and create a good environment for talent development, etc.
