With the increasingly fierce competition, companies reduce costs and improve efficiency in order to achieve better survival and development of human resources and employment flexibility.Human resource dispatch is a special form of flexible employment methods, as a good fit for the enterprise talent needs the flexibility to attract a large number of enterprises has changed the employment mechanism, and based on the cost considerations, as well as to avoid long-term employment arising from staff.However, due to human resource dispatch mechanisms are not yet ripe for the mode of operation,the relevant laws and regulations are imperfect, as well as the management to the dispatch staff had not yet standardized,resulting in a part of the employment unit did not send staff to achieve effective management, thus affecting the human resource mechanism to play in the enterprise to achieve the desired effect.At present, domestic and foreign scholars, the research are mainly from the dispatch of the company to send employees, laws and regulations on human resource mechanism, and research from the labor units of human resource dispatch mechanism in the enterprise human resources management in the use is still blank.Therefore, the purpose of this study was to explore this new form of employment in its institutional arrangements, the use of the current situation, the mechanism for the human resource dispatch units in Tianjin human resources management practices on the use, the implementation of operational difficulties, as well as human resource dispatch industry in the future development trend in Tianjin.The research results with relevant scholars and experts in the field of manpower to send the results of research of mutual authentication, so as to Tianjin unit labor better use of human resource dispatch a reasonable mechanism.This dissertation first study on the background, the proposal to examine the purpose and significance; followed introduced the theory of human dispatch; Third,proposed processes, methods and want to explore issues of this research; Forth,collect information from the research questionnaire collation,and analysis to understand the current human resource dispatch mechanism in the employment of human resources management units in the operation of the practice;Finally, according to empirical analysis found the problems from the current operation of human resource dispatch,than put forward some reasonable proposals combined with the actual situation of the manufacturing sector in Tianjin.
