The development and progress of the modern society is inseparable from the energy resources. The development of energy provides a strong guarantee to eradicate poverty and improve people’s living standards and maintain the sustainable stable development of economy, In recent years, the rapid growth of China’s total energy consumption, there is a conflict between supply and demand of energy and environmental contamination. In order to reduce energy consumption, protect the environment and realize the sustainable development of economy, society and ecological environment, improving China’s energy efficiency is of great significance.First, theoretically by decomposing the equation of energy consumption per unit of GDP, the mechanisms of energy price, technological progress, energy structure, industrial structure, the level of economic development and energy policy to energy efficiency are different. Secondly, by analysis of China’s current energy efficiency from the perspectives of the country, region, sector and international, although in recent years energy efficiency has increased, energy consumption per unit of GDP compared with developed countries is still high. Then, collecting data for the years of1990-2012, the paper constructs the regression model of influencing factors of energy efficiency by the Eviews7.2software. The results show that energy prices, technological progress, energy structure (the proportion of oil), industrial structure (the proportion of tertiary industry), the level of economic development are negative to energy consumption per unit of GDP and energy structure (the proportion of coal and electricity), industry structure (the proportion of secondary industry) are positive to energy consumption per unit of GDP and the influence of the proportion of electricity differences with the theoretical analysis (with the popularity of smart grid and electricity reform in recent years, electricity conversion and storage requires advanced technology, which may lead to the empirical result inconsistent with the theoretical result). Finally, we can improve energy efficiency by development of energy technology, restructuring industrial structure, optimizing energy structure and variety, implementation of energy policy, regulating energy pricing system and taking different measures based on local differences.Advantages of this paper are:(1) This paper studies factors of energy efficiency from two aspects of the country’s economic base (hardware facilities) and the superstructure (software facilities), the former including advances in technology, industrial structure, energy structure and the latter including energy strategy, energy policy and energy regulation and comprehensively analyses reasons for different levels of energy efficiency.(2) On the basis of previous studies, this paper makes use of more complete and newer data and expands existing domestic studies from the qualitative and quantitative aspects.(3) According to the analysis of the theoretical mechanism of one factor of energy efficiency (industry structure or the structure of energy consumption or technological progress) by itself, this paper puts all the factors from multiple angles simultaneously into an empirical regression model for quantitative analysis.
