Enhancing management on staff members and improving employees’ productivity fuels the healthy development of state-owned enterprises. The S Company of Electrification Bureau, affiliated to China Railway Engineering Corporation, adopted "Four Settings and One Assessment"(abbreviation of "Fix post, Fix responsibility, Fix number of staff members Fix Allocation and Performance Assessment " as a management framework."Four Settings and One Assessment" is a premise of scientifically and efficiently management. In order to guarantee accomplishment of strategic target and daily work of the organization, the corresponding policies and measures are needed. And for the sake of organizational structure, post setting and employee allocation, which is fit for the enterprise, the formulation and implementation of enterprise should base on the current and future demand, to stimulate human resources management in state-owned enterprise.This paper focuses on the optimal management of state-owned enterprise on human resource. The thesis is divided into five parts:the first part is the introduction, presenting the background and basic theory of human resources management system; the second part shows the current situation of S Company of China Railway Electrification Bureau; the third part illustrates the optimization of "Four Settings and One Assessment" of human resource management system; the fourth part reveals the detailed rules for the implementation of the system, which has been formed and the fifth part is the conclusion.This paper emphasizes the performance management as a process of continuous implementation. This paper highlights the human resource management of "Four Settings and One Assessment"(abbreviation of "Fix post, Fix responsibility, Fix number of staff members Fix Allocation and Performance Assessment" as well. This management system is a lasting loop and is scientific and reasonable. The author believes that by solving the problems of human resource management of S Company, a better internal organization structure can be formed. Fixing post attributes to "The Post Instructor" and improves the original performance methods. Besides, it guarantees the optimization of organization and innovation of human resource management and fully mobilizes the enthusiasm of the staff members and improves the operational efficiency of enterprises.
