Dalian Rural Commercial Bank (DLRCB), incorporated from Dalian Rural Credit Union is a stock enterprise. Over years it has been undertaking the Operating principle of settlling root in the countrysideand supporting agriculture, farmer and rural area over years. As the main force among rural finance, DLRCB offers credit service for agriculture and farmer. In recent years, DLRCB who had absolute advantage in rural finance market faces unprecedented competitive pressure with flowing of other commercial banks, village banks and micro-credit companies. How to respond to these challenges and how to improve core competence is a matter of great urgency.Business credit is the core operation for DLRCB. Credit process plays a crucial role in sustaining clients, promoting core competitiveness and preventing risks. Business process reengineering (BPR) is inevitable for DLRCB by changing traditional model and using experiences from other commercial banks domestic and abroad as reference. Client-oriented BPR meets requirements efficiently and improve credit services. Taking DLRCB as the research subject, multiply utilizing BPR theory, measures and techniques, the paper studiesBPR in DLRCB. The paper presents its background, importance by reviewing documentary on BPR and bank reengineering at home and abroad. It introduces BPR rules, outline, measures and techniques. Thus it puts forward theoretical method and focus. According to questionnaire and interview about credit process sections, systematic and thorough reengineering is established mainly on application acceptance, review, approval and supervision. Customer marketing, products design and risk early warning after loan sections are set up. Review, investigation and approval sections are simplified. Thus efficiency gets improved and risk prevention and control promoted.To guarantee reengineered business process gets smooth implementation, supporting measures are drew up. And predictive analysis on new process is made in this paper. BPR advantages get prominent.The paper intends to provide theoretical guidance for business credit process improvement and promotion in DLRCB and offers reference for refined business credit management.
