Business process reengineering (BPR) has already held the spotlight in the reform of banking. Given its high failure rate, how to effectively control the risk of it becomes a core problem to commercial banks which consistently determines the progress of reengineering. The result of research indicated that neglecting to take precautions against the risk of pre-business process reengineering was the important cause leading to failure.Owing to the fact, this paper take the risk of pre-business process reengineering with our country commercial bank as an object of studying, aimming at reducing risk of business process reengineering ,raising the success rate of reengineering.At first, by making clear the processes and characteristics of the commercial bank, this paper have pointed out the composition and characteristics of risk of pre-business process reengineering, going deep into the research of influencing factors and their effects. what's more, this paper have pointed out the arthrosis burnsa of controlling of risk of pre-business process reengineering.The second, based on the analysis of risk factors that threats the success of commercial bank, this paper put forwards a risk assessment model of BPR in commercial banks by using fuzzy options. This model can not only assess the risk of BPR but also estimate the overall benefit of BPR in commercial banks. This method is also applied in a real case and proved to be effective. This model which combined the risk and benefit provides a new risk assessment method and performance evaluation method for the BPR in commercial bank of our country.The third, as an important source of the risk of pre-business process reengineering, method of overcoming and managing resistances of commercial banks process reengineering is proposed in the paper. Following a deep analysis of resistances of commercial banks process reengineering including its causes, actions and performances, the dissertation draw a conclusion that the risk underlying multi-principal-agent relationship and the risk of multi-role conflict are the causes leading to resistances. Meanwhile, the dissertation has studied the characteristics and distributions of resistances in the different built case of project team. By making clear risk attributes of principal-agent relationship and generating mechanism of resistance, through practical investigation on commercial banks' reengineering, and discovered that institutional risk of process reengineering presents different characteristics and distributions on the case of project team self-built and invited-built. By means of analysising tool of information asymmetry, this dissertation has also studied the mechanism of principal-agent risk and the approach to manage it in the circumstance of project team invited-built, and the principle of institutional risk of multi-role conflict in the circumstance of the former with a breakthrough of complementarity and substitution of work role.At last, in order to overcome the risk of decision-making in the pre-business process reengineering, methods of decision-making of business process reengineering for commercial banks are given in this paper. By making clear the core decisions and their natures, the paper has studied the methods toward discerning opportunity, examining conditions, establishing goals of business process reengineering in commercial banks.The method based on fuzzy comprehensive evaluation assessment, the method of discerning opportunity and the method of estalishing goals under the principal of evading the risk and maximizing expected utility has been set up in the paper.
